So if you really wish to disable it - go fullscreen(fullscreen is a different method of sending video stream to your monitor), this way you bypass windows behaviour. The reason is windows 7+ will auto apply vsync to all windows(and borderless is window without borders). Next thing is that when you disable vsync and you have borderless window - you have vsync turned ON regardless of your settings.
